The torque spec etched onto the rotor was 12 Nm, so I dutifully set the torque wrench accordingly. One stripped hub thread and a bit of research later and I find that 4-5 Nm is a much more sensible range.

there are a LOT of Shimano ice tech rotors out there and most people don't have these kinds of pervasive problems. Guessing they are 6 bolt and not centrelock? Remove the rotor to ensure they are mounted true to the hub first. If not you could be bending it to what seems like true then it is returning to its natural true state throughout

I was very surprised they only recommend torquing to 35 in-lbs. I think my Avid rotors were 55 in-lbs. or so.
